The fourth installment in Koei's P.T.O. series brings strategic naval combat to the PS2. There are two levels of play- global strategy and resource management are handled with a turn-based system on a world map while individual battles are fought using a real-time system on a much smaller scale. The campaign can be played as the Americans, British, Japanese, or Germans, starting either in September 1939 or December 1941.
